Dr. Chuck Lloyd has been selected by the CCSNH Board of Trustees to be the next chancellor of the Community College System of New Hampshire (CCSNH). Dr. Lloyd was chosen through a search process led by Donnalee Lozeau, chair of the CCSNH Board of Trustees, and unanimously endorsed by the full board.
“It gives me great pleasure to confirm the selection of Chuck Lloyd as the next chancellor of the Community College System of New Hampshire,” said Lozeau. “Chuck has worked within CCSNH, at the system and college levels, since starting his career here as a director of student life more than two decades ago. The board was impressed with his professional trajectory, his approach to leadership, and his deep relationships within New Hampshire that will help him guide the system in the next phase of its evolution. His thorough understanding of our students, colleges, operations and mission makes him an ideal choice to advance CCSNH into the future.”
Dr. Lloyd currently serves as CCSNH’s vice chancellor, a position he has held since 2023. From 2017 to 2023, he was president of White Mountains Community College (WMCC) with campuses in Berlin and Littleton, N.H. During his tenure, WMCC was twice recognized as a top community college in the U.S. by the Aspen Institute’s Community College Excellence Program and was named a Great College to Work For by ModernThink. Dr. Lloyd also successfully obtained federal, state and philanthropic investments that enabled WMCC to acquire and modernize the Littleton Academic Center and to relocate the Diesel Heavy Equipment Technology program to make it more accessible for students throughout the state. In 2024, Lloyd was asked to concurrently serve as interim president of Manchester Community College (MCC) during a leadership transition. At MCC, he successfully addressed budget deficits and strengthened relationships with community partners.

I am eager to address the opportunities, as well as the challenges before us from CCSNH’s role in the Governor’s Office of New Opportunities & Rural Transformational Health (GO-NORTH) initiatives, to our momentum supporting the skilled trades and high-demand workforce pipeline across the Granite State, to ensuring strong educational pathways for students of all ages, backgrounds and aspirations. I look forward to working with my colleagues, elected officials, partners and stakeholders across New Hampshire to deliver the best of postsecondary education to students whose ambitions and hard work inspire us every day.”
Dr. Lloyd holds a Doctor of Education degree with a concentration in Higher Education Administration from Northeastern University in Boston, Mass. He also holds a Master of Education and Certificate of Advanced Graduate Studies in Higher Education and Education Leadership, respectively, from Plymouth State University. He earned a Bachelor of Science from Keene State College (KSC) with dual majors in Teacher Certification and Physical Education, and an Associate of Science degree from KSC with a concentration in Chemical Dependency. A New Hampshire native, Lloyd is a graduate of Franklin High School.
Dr. Lloyd has taught courses in leadership, education and management at the undergraduate, graduate and doctoral levels and has coached hundreds of students over many years in intercollegiate athletic programs. He has extensive involvement on community boards and councils such as Granite United Way, NH Advanced Manufacturing Council, Bring Back the Trades, Granite Edvance, Spaulding Academy and Family Services, Stay Work Play NH, New England Commission of Higher Education, Volunteer NH and more.
Dr. Lloyd is a Plymouth State University Outstanding Alumni Achievement Award recipient, was named to the New Hampshire Union Leader’s “Forty Under 40” list in 2016 and was named to the New Hampshire Business Review’s New Hampshire 200, a list of the state’s most influential business leaders, in 2024.
“New Hampshire’s community colleges have long played a vital role in making high-quality education accessible to students throughout the state, from high school through late-career, ensuring that they can pursue opportunities that are important to them and that contribute to the competitiveness of New Hampshire’s workforce and the economic vitality of our state,” said Dr. Mark Rubinstein, CCSNH chancellor. “Chuck has been integral to that good work for more than two decades, building bridges across our colleges and between CCSNH and our partners throughout the state. At a time when many states are leaning heavily on community colleges to address acute workforce challenges and to help families overcome the barrier that cost creates to higher education, our state will be incredibly well served by the board’s selection of Chuck from a strong pool of candidates to lead New Hampshire’s community colleges.”
CCSNH serves more than 25,000 students annually and offers the lowest-cost college tuition in New Hampshire. The seven community colleges partner with employers in all regions of the state to build educational programs that meet workforce needs and provide opportunities for transfer to four-year colleges and universities. In recent years, CCSNH has developed several specialized workforce pathways, including apprenticeships and short-term programs that help residents build skills for professional advancement in high-demand fields. CCSNH has also increased the number of Granite State high school students who take courses for college credit.
Dr. Lloyd will begin the role on August 24, transitioning from Dr. Rubinstein, who will retire at the end of August.
